In a recent press conference, the president of the federal republic of Somalia, has noted the tendencies of the existing laws to favor strong central government as opposed to federated government. As result he promised to work with the parliament to create rules that will facilitate the creation of federated states.
I would like to remind the president of Somalia this: provisions within the constitution that mandate federation of Somalia are provisional, not permanent as the government he heads, to acquire permanent status and therefore become eligible for full national implementation, the provisional constitution must pass a referendum test.
Surveys carried out by credible organizations show unpopularity of the provisional constitution in some areas of Somalia, even though the document is popular in some other areas.
To ensure the constitution passes popular referendum when security conditions allow, debate ought to take place between proponents and opponents of the federal provisions of the constitution and the constitution in general.
People say there are federalists and centralists, the federalists say this very much; if so, substantive debates ought to occur that shall lead to consensus; this consensus embodying the new provisions of the constitution shall, in all likelihood, pass the referendum test.
If it does, then the new provisions shall become eligible for full national implementation.
