Qaybtii labaad oo labo afle ah ee warbixinta Kooxda Kuurgalka


Kooxda Diiwaangalinta ama u kuur galidda waxay aqoonsadeen mawaadiic iyo arimo khuseeya oo ku saabsan maaraynta hadda ee keydka hubka iyo rasaasata, kuwaasoo farta ku fiiqaaya heer sare oo joogto ah oo ujeedo xun u isticmaalaaya maaraynta iyo qaybinta hubka iyo rasaasta. 

Kooxda diiwaan-kuurgalka waxay qiimaynaysaa in si ku filan sahayda qaybta 9aad ee go’aanka tirsigiisa yahay 2111 (2013) loo yeelin, ayadoo la ixtiraamaayo soo warinta qaab dhismeedka ciidanka, habdhismeedka sahayda iyo qaabka xakamayanta hubka.

 

Qaabka soo warinta hubka la keenay wadanka ma aha mid si ku filan loo faahfaahiyay arintaan waxay ku keentay ku dhiiro halis ah awoodda kooxda ay u leedahay inay diiwaan-kuurgalid ku samayso weecinta hubka ayadoo ay jirto inay DFS kula heshiisay kooxda inay qayb ka tusto keydkeeda hubka iyo rasaasta.

 

The monitoring group has identified what they call issues and concerns concerning the management of weapons and ammunition stockpiles of Federal Government of Somalia; such concerns point towards high level and systematic use of the management and distribution of weapons and ammunition for bad ends.

 
The monitoring group has assessed that FGS did not comply sufficiently with paragraph 9 provisions of 2111 (2013) resolution, in respect to reporting its military structure, logistical infrastructure and arms control procedure.


The monitoring group claims that two factors pose serious challenge to their ability to monitor diversion of weapons; first, notification procedures for weapons delivery  of weapons to Somalia, they say, insufficiently detailed; what the group means by notification procedures is not clear; by notification procedures, I think, they mean how FGS will notify them if weapons were to be delivered to Somalia; second, FGS did not agree to visibility of its stockpiles by monitoring group, bur rather it has agreed with a partial visibility.
